EHPG rolls-out 15 Minor-works Projects at K6.6M

The sign post of delivery of government services in society is the construction of roads and erection of buildings. It serves as proof that the government in existence delivered service to its beneficiaries, the people.
Amidst a sudden Administrative impasse in the province. Which disrupted normalcy of public service work flow at Yanepa. Despite the challenge encountered, Eastern Highlands Provincial Government determinably rolled-out 15 Minor-works projects collectively costing K6, 645,000.00, on Friday last week.
The projects rolled-out came under Building works for 10 schools. And Civil works for 5 roads and a bridge, in parts of the province.

The projects were signed off for rollout by the contractors witnessed by Ipa’e Maniha, Deputy PA and Chairman for Program Management and Coordination, Allen Los, Deputy PA District and LLG Affairs, Lavert Ganino, Director Provincial Transport and Civil Works Division, Awepstar Seka, Program Advisor DALF, and Solomon Tato First Secretary from the Office of the Governor.
Maniha in his remarks clarified that minor contracts below the threshold of K500, 000 will be rolled out at this level as per the financial and procurement instructions.

 He said, ‘at our level we are doing our best to roll out these projects to our beneficiaries, the people of Eastern Highlands Province. The project funds are contributed by the people of Eastern Highlands through GST, taxes and penalty fees. And contractors were reminded to bear in mind that the monies solely belong to the Eastern Highlands people. Maniha urged the contractors to deliver the projects within the scope and project time frame with zero variation.

Administration Project Management Team from time to time will the check status of the projects. And give feedback to the Administration. Based on their performances, contractors performing to required standards will get good recommendations to their company profile and name. Upon this positive recommendations, the contractors can bid for bigger projects (million kina) at PSTB level or higher.
Deputy PA Allan Los stated that you have good name because of your performance. Build your capacity and grow. In the long run because of performance and good reputation that you build, we will work together as partners. He said we want the projects to be delivered on time, within cost and with no variations. Take ownership of the project, do it with your heart and mind. The project you build now either classroom or road. You may not know one of your family will benefit one way or the other in the long run, said Los.

Transport and Civil Works Division Director, Lavert Ganino, highlighted some new changes made in April of this year to Provincial Supply Tenders Board (PSTB) and Central Tenders Supply Board (CSTB) in tendering projects. He said, ‘before it was PSTB/CSTB but now under the new law the name changed to National Procurement Commission (NPC). Its provincial branches will established in Transport and Civil Works Division.
Under this new system, the penalties are very high for not completing projects rolled out to contractors. He said, ‘strict liability is applied to projects from small to big. The penalty is K2M for incomplete projects. And if the contractor does not pay-up, 15 years imprisonment will be imposed to the contractor. Ganino cautioned the contractors to stay away from these penalties by completing the tasked projects.

First Secretary to Governor Peter Numu, Solomon Tato, said Office the Governor is fully supportive towards the implementation of these projects from start to finish. He urged the contractors to start the work as soon as they can within the given time frame.
Payment for the contract funds will be done in phases; phase one 50 percent, phase two 40 percent, and phase three 10 percent. Phases one and two payments will be dependent on the contractor’s performance in phase one.

The 10 Education Building projects will be supervised and managed by Provincial Architecture, Daniel Tesasi. And Provincial Engineer, Jethro Tubawai, will supervise and manage the 5 Civil Works projects.
EHPG media unit will progressively update Eastern Highlands on the progress status of the 15 rolled-out projects until the cutting of the ribbons.
